Michigan Agency aids in 'serious drug problem'

CHEBOYGAN, Michigan - The drug problems in Cheboygan, Michigan may not be something that everyone is ready to face, but there is a program in the community that is here to help.

Harbor Hall Cheboygan, Michigan Outpatient Services is a place where people can seek out help for themselves or help for their loved ones.

Harbor Hall was established locally about one year ago, said clinical psychologist Pat McGinn. McGinn is clinical supervisor for Harbor Hall in Petoskey, a long-term residential treatment facility that has been operating for 30 years.

McGinn said that he was approached by Carol Rosinski, the administrative director of Straits Area Youth Promotion Academy, or SAYPA, to bring a drug counseling program to Cheboygan County, Michigan.

"After Chip Counseling went out of business, there was a strong need for some type of counseling service in the community," said McGinn, a life-long resident of Cheboygan.

He said that Harbor Hall's mission is to provide quality substance abuse treatment services to individuals and their families who have experienced significant problems related to the disease of alcoholism/chemical dependency.

"We provide complete and confidential screenings, assessments, referral and follow-up to individuals and organizations," he explained. "We have been working with Probate Court Judge Robert Butts and District Court Judge Harold Johnson, as well as all the probation officers in the county.

"By working locally, we strive to promote a higher quality of life and function for individuals experiencing problems related to substance abuse."

McGinn said that after the recent death of a Cheboygan, Michigan man, possibly due to drug use, he was contacted by a concerned parent who wanted to know what could be done in the community.

"Unfortunately, people don't want to admit that there is a serious drug problem here in their own backyards," said McGinn.

"I want to make our presence known here in Cheboygan, Michigan. People need to know that we are here and are available."

In recent years, the drug problem in Cheboygan, Michigan has been highly visible.

In early February 2001, the Cheboygan Daily Tribune reported that the emergency room at Cheboygan, Michigan Memorial Hospital handled nine overdoses in six months. Cheboygan County, Michigan Sheriff Dale Clarmont said at the time that OxyContin and Oxycodone, both schedule II narcotics, were taken in the overdoses. At that time, three overdoses were reported in a two-day period. In October 2001, a 22-year-old Cheboygan man died from what officials believe was a drug overdose.

Most recently, several Cheboygan, Michigan residents were arrested and charged in connection with breaking and entering area pharmacies. The motive behind all of the pharmacy break-ins has been reported to be OxyContin and other prescription drugs. There have also been recent reports of burglaries with the same intent.

In September, Detective Sgt. Ron Nightingale said "this crime wave continues to highlight the problem we are having in Northern Michigan with OxyContin and the strong addiction it causes.

"Cheboygan County seems to be a focal point for many of the criminal offenders involved in OxyContin."

McGinn said that he hopes that Harbor Hall can begin to tackle the growing problem in the area.

He said that the program offers individual, group and intensive counseling. "We are also available to assist and organize family interventions," said McGinn.

He said that one of the first steps in the program is addressing chemical use issues.

"Chemical use may start out as a fun, recreational thing that gets integrated into people's lifestyles. After we address the chemical use problem, additional issues surface," said McGinn. He explained that emotional problems like low self esteem, anger problems and depression are some of the underlying issues with chemical addition.

"The number one addiction we see here in Cheboygan, Michigan is alcohol, followed by marijuana at a close second," said McGinn.

"We are really concerned about the use of prescription opiates, like OxyContin. We are starting to see it more and more."

McGinn also explained that the replacement therapy drug Methadone is also causing concern locally. "Methadone is prescribed to people to help them overcome addiction to opiates," he explained. "It works on the brain the same way an opiate does, but without the high. Methadone is a good therapy drug when used correctly."

He said that too many people are abusing Methadone and OxyContin. "We are increasingly concerned about people mixing chemicals. It happens all the time, but you never know how the chemicals will react with each other.

"There is no good combination of drugs or alcohol," said McGinn.

He noted that another problem that reaches throughout the nation is that of binge drinking. "People, especially young adults, don't realize that the amount of chemicals consumed can be deadly."

McGinn added that Harbor Hall is implementing education and prevention programs at all schools in Cheboygan County, Michigan.
