Senate approves bills to curb meth production in MichiganLANSING, Michigan -- The Michigan Senate on Wednesday overwhelmingly approved a package of legislation aimed at curbing the spread of methamphetamine labs in the state.
The package of seven bills would increase the penalties for people who make methamphetamine or possess the chemicals used to make the stimulant.
Meth also is known as crank, ice or crystal. It creates a longer high than cocaine or heroin, lasting up to 18 hours.
Five of the bills received unanimous support.
Senate Minority Leader Robert Emerson, D-Flint, was the only senator to vote against two bills that would create new sentencing guidelines for those convicted of producing meth.
Emerson said that meth is a serious problem in Michigan, but increasing the prison sentences from 10 years to 20 years for nonviolent drug offenders will increase the prison population, costing the Michigan more money.
"An additional 10 years isn't going to convince a meth addict to stop taking or making the drug," said Emerson spokesman Erik Mueller.
The package of bills now goes to the House.
The Michigan legislation would:
--Prohibit the possession of more than 12 grams of pseudoephedrine, a chemical used in the production of meth.
--Increase to 20 years the maximum penalty for owning any of the chemicals or equipment used in the production of the stimulant.
--Create a new crime with a maximum penalty of four years in prison for people who transport anhydrous ammonia in unapproved containers.
--Require inspection of property where meth was produced to determine if there is contamination requiring public warnings.
"This legislation will help protect the public from hazards associated with meth production, including toxic waste pollution and contamination and destruction of public places," said Sen. Patricia Birkholz, R-Saugatuck.
